The notice, reportedly issued on behalf of the <strong>Main Directorate of Russia&#8217;s Interior Ministry for the Irkutsk Region<\/strong>, was circulated by local Telegram channels.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the instructions, drivers and passengers are prohibited from leaving their vehicles until they reach the fuel pump. They are also forbidden from communicating with people in other vehicles, whether verbally, through gestures, or by any other means. Authorities have already banned diesel exports, postponed maintenance at several oil refineries, launched fuel imports, and acknowledged that the domestic fuel market remains under significant strain.
