Lawyers, human rights advocates, and eyewitnesses say that after being taken to recruitment offices, many are subjected to psychological pressure and physical abuse to force them into signing military contracts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Against this backdrop, Russian analysts and politicians are increasingly suggesting that these tactics could signal preparations for a new wave of mobilization. Despite generous financial incentives offered to volunteers, recruitment has slowed as reports of abuse within the military and heavy battlefield casualties discourage potential recruits.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Although military enlistment officially remains voluntary, WSJ sources say that law enforcement officers often cooperate with military recruiters, using threats, detention, or the risk of criminal prosecution to pressure men into joining the armed forces.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Russian blogger <strong>Stanislav Morozov<\/strong> said that many of the people he spoke with agreed to sign contracts only after being threatened with fabricated criminal charges, including drug-related offenses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Several Russian regions have also introduced referral bonus programs, offering around <strong>100,000 rubles<\/strong> (about <strong>$1,300<\/strong>) to anyone who brings a new recruit to a military enlistment office. According to the report, such programs operate in <strong>Tatarstan<\/strong>, the <strong>Amur<\/strong> and <strong>Yaroslavl<\/strong> regions, as well as in <strong>Kaluga<\/strong>, <strong>Voronezh<\/strong>, and <strong>Arkhangelsk<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">U.S. officials believe these measures have helped Russia increase troop numbers at the front, but not enough to achieve any major breakthroughs.
