Moscow Uses Disinformation to Fuel Ceuta Migration Crisis and Split the EU

European officials and security analysts have uncovered a coordinated Russian disinformation campaign designed to artificially inflate the migration crisis in the Spanish enclave of Ceuta. Social media platforms and messaging channels are flooded with anonymous calls urging a mass border breach scheduled for August 15. While initially suspected to be the work of local human smuggling rings, investigators swiftly confirmed direct Russian involvement. The primary aim of this operation is to exert maximum political pressure on Spain’s left-wing government and trigger deep institutional turmoil within the European Union.

According to intelligence reports, the core operations of this campaign are driven by the military-linked Telegram channel Rybar alongside digital assets from the “Pravda” influence network. These outlets run dual-track narratives: promoting false promises of “open borders” to lure prospective migrants while simultaneously flooding Western feeds with manipulated imagery and tropes depicting the “decline of the West.”

Security experts warn that weaponizing migration is a deliberate, recurring component of Moscow’s strategy against Western democracies. By fabricating crisis points along Europe’s southern frontier, the Kremlin seeks to destabilize member states, inflame domestic political divisions, and erode public trust across the Union.
