The Black Sea Is Increasingly Becoming a Zone of Blockade

The Black Sea is once again becoming one of the key fronts of the Russian-Ukrainian war — not only militarily, but also commercially.

On September 19, Russia’s Defense Ministry claimed that a bulk carrier was hit in the port of Chornomorsk, along with two other vessels allegedly heading toward the Port of Odesa. These claims have not yet been independently verified in full. At the same time, risks to civilian shipping in the region are increasing.

According to Reuters, on September 18 the London insurance market expanded its high-risk war zone to cover the entire Black Sea region. For shipowners, this means higher insurance costs, increased expenses and additional risks when calling at Ukrainian ports.

This amounts to a new form of maritime blockade. It does not necessarily require warships physically closing the sea lanes — it can be enough to make the area so dangerous that commercial carriers begin avoiding the routes themselves.

Strikes on port infrastructure have consequences far beyond the Odesa region. Ukrainian exports, port operations, logistics routes and the stability of food supplies to global markets are all put at risk.

For Europe, a secure Black Sea is also a matter of its own economic and security resilience. The longer Russia can create risks for commercial shipping with limited consequences, the greater the costs for transportation, insurance and alternative logistics. For European states, preventing attacks on maritime trade from becoming a model that can be repeatedly used without consequence is therefore becoming an increasingly important strategic interest.

Ukraine has already demonstrated that it can restore freedom of navigation in the Black Sea. The current situation shows that deterring threats to maritime trade is becoming not only a Ukrainian concern, but a broader European interest.
