Attacks of this kind pose risks to people living in residential areas and disrupt the normal functioning of cities and essential services.
We underline the difference in the nature of the attacks, with Russian strikes hitting civilian areas and facilities, while Ukrainian strikes are directed at military targets and military-support infrastructure in Russia, including UAV command posts, drone storage facilities, radar stations, air-defense systems, military enterprises and fuel facilities supporting Russian forces.
