U.S. and Iran Sign Memorandum to End Hostilities

The United States and Iran have signed a memorandum of understanding aimed at ending hostilities and creating a framework for a broader peace agreement in the Middle East. French President Emmanuel Macron confirmed the development, saying the deal could pave the way for the reopening of the Strait of Hormuz.

“This is an important step in the right direction for our citizens – energy prices will soon fall,” Macron said.

According to a draft memorandum obtained by Axios, both sides agreed to halt military operations, including activities in Lebanon, and begin negotiations on a comprehensive agreement within 60 days. The document also outlines plans to restore commercial shipping through the Strait of Hormuz, gradually ease sanctions on Iran, authorize Iranian oil exports, and establish a $300 billion investment fund to support the Iranian economy.

The memorandum also includes commitments by Tehran to refrain from developing nuclear weapons and place its enriched uranium under IAEA supervision. In return, Washington would suspend new sanctions and avoid expanding its military presence in the region while negotiations continue. According to Axios, the final agreement is expected to be endorsed through a separate UN Security Council resolution.
