Independent analysts are increasingly pointing to a massive structural shift on the Russian home front. Following persistent Ukrainian drone strikes—launched in retaliation for attacks on Ukrainian cities—Reuters estimates that approximately 25% of Russia’s total oil refining capacity has been completely or partially knocked out.

The domestic fallout is hitting breaking point:

  • Widespread Restrictions: Data tracked by Verstka shows fuel supply failures have now crippled 78 Russian regions, with 29 already forcing official rationing limits on citizens.
  • Economic Paralysis: Across provincial Russia, public transport is freezing, garbage removal is grinding to a halt, and farmers are being forced to abandon critical planting and sowing campaigns due to dry pumps.
  • Censorship Crackdown: Desperate to control the narrative, the Kremlin has begun blocking chat groups discussing the shortages on the state-controlled messenger app “Max.”
