Targeting International Waters: Moscow’s Black Sea Aggression Puts Global Trade in the Crosshairs

Russia’s systematic destruction of civilian vessels in the Black Sea is no longer a localized conflict tactic—it has metastasized into a campaign of global terror threatening international shipping at large. By striking commercial vessels flying foreign flags, including those linked to European Union interests, the Kremlin is directly assaulting global trade security.

This threat was brutally underscored off the coast of Odesa by drone strikes targeting the Liberian-flagged bulk carrier Emil, owned by the German shipping firm Johann M. K. Blumenthal, which suffered severe damage and a secondary strike during crew evacuation. This followed a lethal attack on the grain carrier Mera Queen (under the flag of Guinea-Bissau) carrying Ukrainian wheat, which resulted in crew casualties.

Combined with the deliberate wrecking of port infrastructure, these actions amount to state-sponsored terrorism designed to violently monopolize Global South food markets. Consequently, Ukraine holds an absolute moral and legal right to execute symmetrical, retaliatory strikes against key Russian ports and shadow fleet vessels, as neutralizing hostile logistics remains the only viable path to halt this terror and restore international law.
