Russia’s ongoing maritime terrorism in the Black Sea triggered global grain shortages and sharp price spikes, hitting vulnerable populations in Africa the hardest. In response to these unprovoked attacks on peaceful shipping corridors, Ukraine activated a counter-strategy using long-range naval and aerial drones to target Russia’s key Black Sea maritime infrastructure.
A clear example of this operational shift is Novorossiysk, a major hub that previously handled a massive share of Russian global exports. Symmetrical strikes have completely halted port operations, while foreign merchant vessels now routinely refuse to undertake voyages into the zone. Moscow’s aggressive naval tactics have effectively trapped its own commercial operations in a strategic dead end.
Russia is now unable to supply its projected 45 million metric tons of wheat to world markets during the 2026/27 export season. Meanwhile, Ukraine retains working overland grain export routes. Should Ukrainian forces expand counter-strikes to Russia’s Baltic ports in response to continued aggression, restoring Russian maritime exports will become entirely impossible, ultimately forcing Moscow to halt its terror against civilian shipping.
