Russia’s Banks Come Under Growing Pressure as Liquidity Shortage Reaches Trillions

Russia’s banking system is showing growing signs of financial stress as banks face a liquidity shortage, rising demand for cash and deteriorating loan quality.

According to the latest data from the Central Bank of Russia, the banking sector’s structural liquidity deficit stood at around 3.07 trillion rubles as of September 25. The regulator has also significantly raised its forecast for the structural liquidity deficit for 2026 to 4–5.2 trillion rubles, up from the previous estimate of 2.4–3.6 trillion.

Another warning sign is the behavior of Russian households. Demand for cash remains elevated, putting additional pressure on banks and increasing their need for readily available liquidity. Persistent withdrawals of funds into cash can become an important stress indicator for the banking system, as banks must maintain sufficient liquidity to meet customer demand.

At the same time, the quality of bank loan portfolios is deteriorating. Central Bank Governor Elvira Nabiullina said that the share of problem loans in Russia’s banking sector had risen to nearly 12%, an increase of 0.6 percentage points.

Russian authorities continue to insist that the financial system remains under control. Nabiullina has said that the banking sector remains financially stable and that the Central Bank has the tools needed to provide liquidity when necessary.

However, the combination of factors is becoming increasingly difficult to ignore: a multi-trillion-ruble liquidity deficit, elevated demand for cash, rising problem loans and the growing need for central-bank support.

Taken together, these developments represent clear warning signs of mounting stress in Russia’s banking system.

The situation has not yet developed into an outright banking collapse. But the pressure is building, and further deterioration in loan quality or another wave of withdrawals could significantly increase the strain on Russian banks and the Central Bank.
