Ukraine and the United States Agree on Combat Drone Exports for Testing

Ukraine and the United States have signed a bilateral statement of intent that paves the way for the export of Ukrainian combat drones to the U.S. for military testing and evaluation. According to Radio Free Europe/Radio Liberty, the agreement could become the first step toward the joint production of drones in the United States.

The document, signed by representatives of both countries, outlines the framework for future cooperation in the field of unmanned systems and marks the first agreement of its kind between Kyiv and Washington.

Under the arrangement, an official mechanism will be established to supply Ukrainian aerial, ground, and naval drones to the United States. The U.S. military will be able to request specific platforms for testing and performance evaluation. The agreement is intended for testing purposes only and does not involve the operational deployment of Ukrainian systems in the U.S.

The results of these trials could influence future Pentagon procurement requirements for unmanned systems. At the same time, the statement of intent is not a production or weapons supply contract, but it is viewed as an important first step toward broader defense-industrial cooperation between the two countries.

In the future, the partnership could expand to include the joint production of Ukrainian combat drones in the United States. Washington is seeking faster access to Ukrainian technologies that have been developed and refined during the full-scale war against Russia.

Earlier, The Wall Street Journal reported on a memorandum outlining plans for the joint production of Magura naval drones in the United States. Manufacturing is expected to take place at facilities in Oregon and South Carolina, with the goal of producing hundreds or even thousands of drones annually. Magura is a high-speed unmanned surface vessel capable of carrying up to 770 kilograms of payload over a distance of approximately 560 kilometers. It is used for strike missions, mine countermeasure operations, and as a launch platform for aerial drones.
